Our Funding
The primary support for the implementation of the PROMETHEUS
Payment® model comes from the Robert Wood Johnson Foundation.
The Foundation (RWJF) provided a six month planning grant of
$374,428 (October 1, 2007 through March 31, 2008) to prepare
for a major effort at implementation and evaluation of the PROMETHEUS
Payment® model. Now, RWJF has awarded substantial support
to make the model real. Granting $6 million over three years
(April
1, 2008 through March 31, 2011), this project will implement
the program in four pilot sites, two of which are also grantees
under the RWJF “Aligning
Forces for Quality” program. We now have the ability
to develop the Engine to inter-relate the pieces of the program
design (i.e., getting claims from providers, assigning appropriate
portions of the ECRs to the providers who are participating in
the pilot markets, tracking expenditures against budgets and
contingency funds, scoring performance and communicating that
to the plans). Through the pilot site implementations, we will
test the model and refine it. There is a formal evaluation built
into the budget be conducted by the RAND Corporation and the
Harvard School of Public Health who will, together, assess the
model and analyze what we will learn.
This support comes after the following contributions which paved
the way for implementation to be possible:
2004 - 2005: GE Corporate Health Care contributed $50,000
to support the Design Team meetings with unpaid contribution
of time and resources from Team members meeting every month.
2006: The Commonwealth Fund provided a $30,000 meeting grant
to cover the expenses of the ECR Working Groups to meet, select
CPGs and analyze their implications with continued contribution
of time and resources from Design Team members.
2007: The Commonwealth Fund provided support of $300,000 for
the Design Team to develop a methodology for constructing Evidence-informed
Case Rates®. That grant
was for one year and is now concluded.
Throughout, the Design Team has continued to contribute its time
and resources
in monthly meetings.
