Toni Mills, MA

Toni Mills is Executive Director of the Office of Clinical Affairs (OCA) for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, locally operated Blue Cross and Blue Shield companies.

As Executive Director, she is responsible for the programmatic leadership, strategic positioning and collaborative association activities for BCBS National Network initiatives to improve healthcare safety, quality and affordability for BCBS Plans and their covered members. She is charged with the development of new relationships with quality and physician organizations and leverages the success of existing relationship to implement and oversee strategic plans that will support and ensure operation excellence for all Network initiatives with a focus on Blue Distinction.

Before coming to the BCBSA, she held various positions at CNA Insurance and United States Life Insurance Company and various third party administrators and was responsible for the management of operations for financial reporting, claims administration, utilization review, systems integration, licensing agreements, underwriting and reinsurance.

She received her Bachelor of Arts, cum laude, in Business Administration and Political Science from the University of Illinois. She received her MA in Economics from Loyola University. She holds Insurance Certifications through FLMI, AIAA, ACS, AIRC, and FAHM.
